The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of peacebuilding, humanitarian and development projects of its partners around the world. By implementing approximately 1,000 projects for our partners at any one time, UNOPS contributes significantly to results on the ground, often in the most challenging environments.

The Austrian Cluster Office (AUMCO) was established in August 2019 as part of the Europe and Central Asia (ECR) region of UNOPS. Specifically, AUMCO aims to enable the achievement of the 2030 Agenda and the Paris Agreement through global programs and tailored interventions in the Balkans, South Caucasus and Central Asia, focusing on:

● Infrastructure

● Procurement

● Project management (full service, back on track)

● HR and transactional services

● Grant management

● Technical and advisory services

Under the direct supervision of the Partnerships Specialist, the incumbent must be an organized, efficient and communicative liaison to ensure coordination between UNOPS and government entities. In this role, the incumbent will act as an intermediary between UNOPS and various government departments to support the acquisition of new business, streamline operations, resolve issues, improve communications and ensure relationships are mutually beneficial . He/she may be asked to provide similar services to other AUMCO activities in Central Asia and elsewhere.

Functional responsibilities

The Senior Partnerships Officer will support AUMCO’s management team (and relevant BD consultants, as appropriate) and provide a range of government relations services to ensure timely and compliant delivery of all aspects of AUMCO’s operations. AUMCO in areas of responsibility, in coordination with AUMCO. Business Development Cluster, purchasing, administration, HR and finance teams.

1. Key functions:

● Support UNOPS in building and maintaining relationships with government entities in Tajikistan through continuous networking and communications to identify and pursue business opportunities within the UNOPS thematic framework in making the necessary arrangements;

● Provide liaison between AUMCO and various government stakeholders (DPM, Ministers, Deputy Ministers, Governors and Heads of Department) with particular attention to all related protocols;

● Maintaining relations with governmental institutions and competent authorities;

● Assist the supervisor and other AUMCO staff assignments in organizing meetings and engagements with various government stakeholders, and in meetings, follow-ups and negotiations with donors, government and other partners and customers to achieve the most cost effective and mutually beneficial terms for UNOPS engagements with potential customers and partners;

● Support project teams to respond and resolve all incidents and other events that may affect the implementation of projects;

● Proactively resolve conflicts and resolve issues and misunderstandings that may arise between UNOPS and government staff and local authorities.

2. Partnership development and communications:

● Support UNOPS in developing relationships with Tajikistan-based clients, non-governmental actors, IFIs and other donor offices in the country through continuous interactions to acquire business opportunities within the thematic framework of UNOPS;

● Support UNOPS efforts in developing business opportunities with potential partners, using existing information and materials, as well as inputs and relevant to substantive discussions between UNOPS and partners;

● Collect, analyze and keep abreast of humanitarian and development trends and needs in Tajikistan to identify areas of collaboration within UNOPS mandate;

● Analyze markets for business development intelligence and opportunities (facilitate partner needs assessments, UNOPS comparative advantages and partner survey analysis, among others);

● Contribute to sector review and gap analysis for potential areas of engagement based on meetings and consultations with representatives of government, non-governmental organizations, private sector and community organizations. civil society, as well as through the review and analysis of existing reports and publications;

● Support AUMCO in promoting high visibility of UNOPS activities in Tajikistan, including the development and distribution of marketing, communications and partner relationship management materials.

● Actively interact with all existing and potential new partners and customers to follow up on meetings, decisions and commitments as well as to solicit feedback and assess customer satisfaction;

● Provided an overview of UNOPS activities and projects to government stakeholders.

3. Other general responsibilities:

● Facilitate and promote knowledge building and knowledge sharing among colleagues;

● Collect, analyze and use data and feedback to identify opportunities to improve relations between UNOPS and line ministries and government institutions in Tajikistan;

● Perform other duties as directed by the supervisor to support outreach and business development activities of UNOPS AUMCO in Tajikistan and other Central Asian countries as required.

Education/Experience/Language Requirements


  • A master’s degree (or equivalent) in business administration, public relations, communications, international relations, law, political science or related fields is required.
  • A bachelor’s degree with 2 additional years of experience may be accepted in lieu of a master’s degree.


  • A minimum of 4 years of work experience in a related role or working with the Government of Tajikistan is required, international experience is a distinct advantage.
  • Strong networks in Tajikistan and other Central Asian countries are desired.
  • Good knowledge and understanding of government parameters/functions at national, state and county level is an asset.
  • Knowledge of the health, infrastructure and/or public procurement sectors is desirable.
  • Ability to establish and maintain beneficial partnerships with key government stakeholders is an asset.
  • Excellent verbal and written communication skills.

Language requirements:

  • A perfect working knowledge of English and Tajik is essential.
  • Fluency in one or more other official UN languages ​​is an advantage.
